MEETING MINUTES
Meeting opened at 12:09 by President, John Von Achen
President/Vice President meetings with the Clerk of Courts and OCSO Warrants
COURTS: Spoke with Coleen Riley about the MyClerk website. Ms. Riley informed us that the older version I-Clerk provided more information than the newer version MyClerk. We discussed the importance of adding date of birth, name of agency, powere #'s and other pertinent information. Ms. Riley requested a few days to see if that information could be added.
Follow up: Ms. Riley said that the bonding agency name, bond amount and power # will now be included in the initial file management. The date of birth will be added at a later date when the county adds other features to the site.
WARRANTS: Discussed were the timelyness of warrants appearing on the Crimeline website after issuance. Warrants Section indicated the warrants are entered within a day of receiving them from the Clerk. They also mentioned that the Clerks office is under staffed as they are also. Most felony warrants are not being entered immediately as they are "actively working" them. Their reasoning is that it sometimes interferes with their stake-out or their apprehension process. The question regarding the money we had invested and what happened to it. Transportation and other monies go into the general funds.
JAIL: Recently when the computers were down, the jail spokes person complimented the bail agents and said we were very understanding and they received no complaints.
Posting of bonds on Orange County charges when the defendant is encarcerated elsewhere. We used to be able to post them and the defendant was released via teletype. Now the jail will not accept a bond and must be posted where the body is. It was explained to Jill Hobbs that allowing us to post bonds in Orange County would save money for the County on transportation fees and save money for the Indemnitor (defendants) on transfer fees, etc. Jill explained that this is a duty of the Clerk but will look into a procedure that may again allow us to post in Orange County.
PTR/ROR: PTR is being done after court whereas ROR is often done before court. We will monitor the recent ROR situation as it may violate recent legislation. It was discussed that the IA Judge should only state charge and bond amount and let the PD be assigned at arraignment.
SEMINOLE COUNY JAIL: The jail list of registered agencies lists "in county" and "out of county" agencies which is clearly not equal access. Orange County lists all agencies no matter location of the office. The association will request Seminole County to list agencies equally as in Orange County. It was suggested that this situation needs to be corrected and if not file a complaint with the Sheriff's Dept.
A vote for meeting frequency was taken and agreed that Tri County meeting will be every other month instead of monthly. Unless a special meeting is needed. Meeting minutes will be posted on the website. Meeting time and date will be posted at the jail and online to ensure that all agencies are aware of the next meeting.
The dues for the maintenance of the jail list are past due for many companies. We really need everyone to pay the dues. The dues are only $100.00 per year.
